3-Tier Alaska has been designing and testing new and existing residential and commercial septic systems for nearly 40 years across the interior of Alaska. From individual single-family homesites to 4-unit multi-family properties and general commercial properties, we have designed it. Nick is licensed as a Professional Engineer in Alaska (No. 114848) and Washington (No. 53240) and holds his LSIT License (No. 1200). Nick obtained a B.S. Degree in Civil & Environmental Engineering from the University of Washington in 2013, and a B.A. degree from Brown University in Business Economics and Public & Private Sector Organization in 2004. He started his surveying career with 3-Tier Alaska in 1994 as a Rodman, working his way up to Party Chief, before obtaining his LSIT and PE licenses and now as Owner & CEO.

Oliver J. Loftus, P.L.S., is the Chief of Surveys at 3‑Tier Alaska, where he manages project workflows, leads survey teams, prepares proposals, and oversees boundary verification and computation. With a B.S. in Geomatics and a minor in GIS from the Oregon Institute of Technology, as well as a B.A. in Philosophy with a Mathematics minor from the University of Alaska Fairbanks, Oliver brings both technical and analytical expertise. His experience spans remote boundary surveys across Alaska, and he is a Registered Professional Land Surveyor.

Brett Fillipi is a Survey Field Technician with hands‑on experience in civil engineering, surveying, and construction inspection. While working as an Engineering Intern for the City of Burnsville, he assisted with infrastructure measurement, GIS data entry, GPS collection, utility locating, and field assessments for project planning. Brett holds an Associate Degree in Civil Engineering and Land Survey Technology from Dakota County Technical College, where he developed skills in GPS systems, Trimble and Leica survey equipment, construction staking, and Civil 3D drafting.

Casey Volk is a Senior Scientist with extensive experience in environmental consulting across Alaska. With a B.S. in Wildlife Ecology and Conservation from the University of Nevada, Casey specializes site remediation, wetlands delineations, stormwater compliance, Phase I & II Environmental Site Assessments, and environmental permitting. His background also includes fisheries work with Alaska Department of Fish & Game. Casey is certified in mine safety, Hazardous Waste Operations and Emergency Response, wetland delineations, Storm Water Pollution Prevention Plan preparation, and erosion and sediment control lead.

Connor Barr is a Staff Environmental Engineer at 3‑Tier Alaska, where he supports environmental research, site characterization, remediation, and permitting across Alaska. His work includes drafting site representations, conducting wetlands delineations, and designing water and wastewater treatment systems. Connor holds a B.S. in Civil Engineering from Washington State University and previously worked as a Biotechnology/Genomics Lab Technician, gaining experience in sterile sampling, data analysis, and laboratory operations. Evan Weinzirl is a Staff Scientist at 3‑Tier Alaska, where he supports environmental consulting and engineering projects throughout Alaska. His work includes environmental site remediation, stormwater compliance, soil and water sampling, environmental site assessments, and GIS support. Evan previously worked as a Realty Specialist with the Bureau of Land Management and as a Natural Resource Specialist with the State of Alaska, gaining extensive experience in land and realty actions, land status research, NEPA documentation, and interagency coordination. Evan is certified in Hazardous Waste Operations and Emergency Response, Storm Water Pollution Prevention Plan preparation, and an erosion and sediment control lead.

Griffin Thissell studied at Oregon Institute of Technology, in Klamath Falls, Oregon for four years, where he earned a bachelor’s degree in civil engineering and a minor in land surveying before graduating and moving to Fairbanks in 2025. He has since earned both is LSIT and EIT certifications. While he has a knowledgeable background in civil engineering, Griffins primary experience is in surveying. He has experience surveying large construction sites including skyscrapers, hospitals, schools, stadiums, and more. Here at 3-Tier Alaska, his work has been targeted towards boundary surveying, land development, and navigating the Fairbanks North Star Borough Title 17 code on various projects. He aims to be licensed in both land surveying and civil engineering soon. Jessica Knowles, EIT, is a Senior Scientist at 3‑Tier Alaska, where she leads the Fairbanks Environmental Consulting Group and oversees project management, client coordination, and proposal development. With a B.S. in Environmental Engineering from Syracuse University, she brings extensive experience in contaminated site investigations, environmental sampling, stormwater management, wetland permitting, NEPA compliance, and preparation of environmental plans. Jessica’s background includes over a decade of consulting work, supported by certifications in erosion control, environmental professionalism, HAZWOPER, and construction quality management.

McKenna started at 3-Tier Alaska in 2022 and has since become integral to the company. She graduated from the University of Alaska, Fairbanks in 2021 with a B.S. in Civil Engineering. She has experience with reading plans and specifications, drafting Mortgage Location Surveys, Subdivision Design & Platting, As-Built Surveys, ALTA Surveys, and various other design surveys. She is proficient in AutoCAD Civil 3D and Microsoft Excel and routinely produces plan sets for residential and commercial developments. McKenna has worked on over 1,000 projects within the company, has drafted large commercial projects, and has a strong grasp of drafting systems within AutoCAD Civil 3D.

Michaela is a senior scientist with over ten years of experience in environmental consulting on projects throughout the state of Alaska. She received a Bachelor of Science degree in Biology and minor in Chemistry from Rocky Mountain College. She has extensive experience supporting environmental compliance and construction related projects across the interior including military project coordination. Michaela provides project management, client coordination and proposal management along with hands on field expertise in groundwater and soil sampling, monitoring well oversight and site characterizations on a variety of project sites. Her technical background includes the development of Storm Water Pollution Prevention Plans (SWPPPs), Erosion and Sediment Control Plans (ESCPs), Phase I ESAs, Wetland delineation work and other regulatory and permitting documents. She has a strong understanding of Alaska specific environmental requirements, Michaela is committed to delivering practical, compliant solutions that support successful project outcomes. Robert A. Keith is a Party Chief with ten years of land surveying experience, skilled in operating total stations, GPS, digital levels, and advanced scanning equipment. He has performed DOT preliminary surveys, ALTA and boundary surveys, construction layout, and aerial target controls. Ryan Hunt is a Project Manager at 3-Tier Alaska with 22+ years of experience in land surveying, engineering support, and land development across Alaska. He has worked on more than 3,500 projects, specializing in boundary surveys, subdivisions, GNSS post-processing, construction surveying, and easement creation. His background includes roles as Party Chief, Engineering Technician, and survey rodman, with extensive experience in site planning, water and wastewater inspections, road design, and project coordination. Ryan is a senior scientist and general manager at 3-Tier Alaska (formerly, Travis/Peterson Environmental Consulting). From the Arctic to the Aleutians, Ryan has accumulated 20-years of experience working in some of the most remote parts of the state of Alaska generating a diverse portfolio of work specializing in wetland delineations, environmental permitting, field biology, contaminated site characterization, and cleanup. Ryan also oversees technical reporting and coordinates with clients and regulatory agencies always with the goal of moving projects forward responsibly and efficiently. At the core of his philosophy, Ryan simply believes the best work comes from collaboration and thoughtful, well-executed field science. He received his M.S. from Alaska Pacific University in Anchorage.
