Degree in Civil & Environmental Engineering from the University of Washington in 2013, and a B.A. degree from Brown University in Business Economics and Public & Private Sector Organization in 2004. Oliver J. Loftus, P.L.S., is the Chief of Surveys at 3‑Tier Alaska, where he manages project workflows, leads survey teams, prepares proposals, and oversees boundary verification and computation. With a B.S. in Geomatics and a minor in GIS from the Oregon Institute of Technology, as well as a B.A. in Philosophy with a Mathematics minor from the University of Alaska Fairbanks, Oliver brings both technical and analytical expertise. Brett Fillipi is a Survey Field Technician with hands‑on experience in civil engineering, surveying, and construction inspection. While working as an Engineering Intern for the City of Burnsville, he assisted with infrastructure measurement, GIS data entry, GPS collection, utility locating, and field assessments for project planning. Brett holds an Associate Degree in Civil Engineering and Land Survey Technology from Dakota County Technical College, where he developed skills in GPS systems, Trimble and Leica survey equipment, construction staking, and Civil 3D drafting.

Griffin Thissell studied at Oregon Institute of Technology, in Klamath Falls, Oregon for four years, where he earned a bachelor’s degree in civil engineering and a minor in land surveying before graduating and moving to Fairbanks in 2025. He has since earned both is LSIT and EIT certifications. While he has a knowledgeable background in civil engineering, Griffins primary experience is in surveying. He has experience surveying large construction sites including skyscrapers, hospitals, schools, stadiums, and more. Here at 3-Tier Alaska, his work has been targeted towards boundary surveying, land development, and navigating the Fairbanks North Star Borough Title 17 code on various projects. He aims to be licensed in both land surveying and civil engineering soon. She has experience with reading plans and specifications, drafting Mortgage Location Surveys, Subdivision Design & Platting, As-Built Surveys, ALTA Surveys, and various other design surveys. She is proficient in AutoCAD Civil 3D and Microsoft Excel and routinely produces plan sets for residential and commercial developments. Michaela is a senior scientist with over ten years of experience in environmental consulting on projects throughout the state of Alaska. She received a Bachelor of Science degree in Biology and minor in Chemistry from Rocky Mountain College. She has extensive experience supporting environmental compliance and construction related projects across the interior including military project coordination. Michaela provides project management, client coordination and proposal management along with hands on field expertise in groundwater and soil sampling, monitoring well oversight and site characterizations on a variety of project sites. Her technical background includes the development of Storm Water Pollution Prevention Plans (SWPPPs), Erosion and Sediment Control Plans (ESCPs), Phase I ESAs, Wetland delineation work and other regulatory and permitting documents. Ryan is a senior scientist and general manager at 3-Tier Alaska (formerly, Travis/Peterson Environmental Consulting). From the Arctic to the Aleutians, Ryan has accumulated 20-years of experience working in some of the most remote parts of the state of Alaska generating a diverse portfolio of work specializing in wetland delineations, environmental permitting, field biology, contaminated site characterization, and cleanup. Ryan also oversees technical reporting and coordinates with clients and regulatory agencies always with the goal of moving projects forward responsibly and efficiently. At the core of his philosophy, Ryan simply believes the best work comes from collaboration and thoughtful, well-executed field science.
